About the Stock Monitoring Officer Role As a Stock Monitoring Officer, you will play a critical role in monitoring, verifying, and analysing petroleum stock levels and movements. Using the National Petroleum Stock Management System (NPSMS), you will help provide real-time visibility of national fuel stocks, ensuring compliance and supporting regulatory decision-making.
Key Responsibilities Monitor petroleum stock levels at terminals, depots, and designated facilities. Collect, validate, and maintain accurate petroleum stock and movement data.
Verify fuel stock data and transactions to detect discrepancies, diversion, fraud, and unrecorded exports. Track local and transit petroleum product movements and report irregularities.
Reconcile electronic stock records with returns, source documents, and physical stock data. Conduct field inspections and physical stock verification exercises.
Analyse stock trends and prepare detailed reports, dashboards, and alerts. Maintain monitoring records and an updated database of petroleum facilities and stock information.
Liaise with licensees, ERB departments, and relevant government agencies. Support continuous improvement and implementation of the National Petroleum Stock Management System.
Minimum Qualifications and Experience Full Grade 12 Certificate with at least 5 credits or equivalent qualification. Bachelor’s Degree in Petroleum Engineering, Chemical Engineering, Computer Science, IT, Information Systems, Data Science, Software Engineering, Statistics, Economics, or related fields.
At least 3 years of relevant post-qualification experience in information systems implementation, petroleum stock or supply-chain monitoring, data management, systems integration, or data analysis. Knowledge of petroleum supply-chain operations, inventory control, and electronic stock management systems.
Professional certifications in project management, database management, systems analysis, information security, data management, or IT service management are advantageous. Membership in relevant professional bodies is an added advantage.
All qualifications must be verified by the Zambia Qualifications Authority (ZAQA). Required Skills and Attributes Proven expertise in petroleum stock monitoring, fuel movement, and inventory control.
Strong skills in data validation, reconciliation, analysis, and reporting. Ability to identify stock anomalies, compliance risks, and suspicious transactions effectively.
Proficiency with electronic monitoring systems, databases, and Microsoft Office applications. Excellent analytical thinking, accuracy, and attention to detail.
Competence in field inspections, investigative work, and problem-solving. Strong written and verbal communication skills with the ability to engage stakeholders professionally.
Integrity, confidentiality, and the ability to work independently under pressure.
